The Fluctus is a wave-like cloud, like a big wave. This kind of cloud is usually very short-lived. It occurs when the vertical shear for horizontal exit. The vertical wind shear generated vertical mixing will bring the upper atmosphere to the lower; the lower cloud is brought to the upper, forming a cloud shape like ocean waves.
