When the cloud top is lower than the observer, it is called the sea of clouds. When the cloud reach to the temperature inversion layer, the cloud is difficult to penetrate the stable zone and then begins to expand horizontally. It usually can be seen in mountainous areas or when taking an airplane. The shape of the sea of clouds is foggy, wavy or even accumulative. Usually does not accompany with any weather phenomena.
